Brian McGeever

President of Managed Chaos Inc

Brian has thirty-nine years of experience in responding to emergencies. Being part of the initial 9/11 response profoundly changed his perception toward the practice of emergency preparedness and response. After this experience, he helped create and manage a group to deal with the threats of our current world.

Brian has written and produced several award winning videos for Law Enforcement and Fire Services. These videos include scenarios including an active shooter, intruders with suspicious package, and equipment failure that leads to high voltage fires on electrical infrastructure. Brian is a guest instructor at both fire and law enforcement academies in NYC and surrounding areas.

  • James F. Duggan

    SUBJECT MATTER EXPERT

    James Dugan brings more than 38 years of leadership experience in law enforcement, security, and emergency services. A former commander with the New York City Police Department, he led homicide and major crime investigations and developed active-shooter training and executive protection programs.

    He has also served as a Fire Chief in two departments, overseeing emergency response planning and firefighter training, and as an adjunct college instructor in security and ethics. Dugan specializes in designing emergency preparedness programs and helping organizations strengthen real-world response and safety strategies for complex environments

  • Brian H. Hastings

    SUBJECT MATTER EXPERT

    Brian is an accomplished emergency management and law enforcement professional with extensive experience in crisis preparedness and response. Since 2011, he has served as a Project Specialist in Emergency Management at Consolidated Edison, where he designs complex emergency exercises, coordinates multi-agency operations for major events, and supports disaster recovery efforts.

    Previously, Brian held leadership roles within the New York City Police Department, including assignments in the Counterterrorism Division and the New York City Office of Emergency Management, contributing to major incident responses and citywide preparedness initiatives. A certified Master Exercise Practitioner (MEP), he oversees emergency drill planning and preparedness programs for Managed Chaos.

  • Michael J. Breslin

    EMERGENCY RESPONSE MANAGEMENT & UTILITY SAFETY

    Michael Breslin brings more than 35 years of experience in utility safety, emergency response, and hazardous materials management with Consolidated Edison. His expertise includes substation operations, incident response, and coordinating training with agencies such as the New York City Fire Department, New York City Police Department, and the Federal Bureau of Investigation.

    A certified fire instructor and Hazmat team leader, Breslin is also a volunteer firefighter and former company captain. He is recognized for applying behavior-based safety principles to strengthen workplace safety and help organizations build more prepared and resilient teams.

  • Captain Thomas F. Tropea

    SENIOR FIRE & LOSS PREVENTION SPECIALIST

    With more than 40 years of experience in fire prevention, emergency response, and public safety, Captain Thomas F. Tropea is a respected authority in fire and loss prevention. He served 25 years with the New York City Fire Department, rising from Firefighter to Company Commander, where he supervised emergency operations and led community fire safety initiatives.

    Captain Tropea served as a Senior Fire and Loss Prevention Specialist with Consolidated Edison, leading corporate fire safety programs and ensuring compliance with National Fire Protection Association fire codes and Occupational Safety and Health Administration standards.
