Brian McGeever
President of Managed Chaos Inc
Brian has thirty-nine years of experience in responding to emergencies. Being part of the initial 9/11 response profoundly changed his perception toward the practice of emergency preparedness and response. After this experience, he helped create and manage a group to deal with the threats of our current world.
Brian has written and produced several award winning videos for Law Enforcement and Fire Services. These videos include scenarios including an active shooter, intruders with suspicious package, and equipment failure that leads to high voltage fires on electrical infrastructure. Brian is a guest instructor at both fire and law enforcement academies in NYC and surrounding areas.

Micheal Breslin
Emergency Response & Utility Safety Specialist
Michael J. Breslin brings over 35 years of experience in utility safety, emergency response, and hazardous materials management at Consolidated Edison. He specializes in substation operations, incident response, and training coordination with agencies like FDNY, NYPD, and the FBI. A certified fire instructor and Hazmat team leader, Michael is also a dedicated volunteer firefighter and former company captain, committed to building safer, more prepared communities through expert training and leadership. As a safety professional Mike’ has a proven track recored of utilizing Behavior-Based-Safety (BBS) to improve safety in the work place.

James Duggan
Subject Matter Expert
James F. Duggan brings over 38 years of distinguished leadership across law enforcement, security, and emergency services. His career includes senior roles in investigations and tactical operations—where he developed active‑shooter training, led executive protection efforts, and conducted risk assessments—complemented by command experience in the NYPD handling homicide and major crime squads. As a Fire Chief in two departments, he directed emergency response planning and firefighter training, while also serving as an adjunct college instructor in security and ethics. James is seasoned in designing and delivering emergency preparedness programs, developing safety partnerships, and shaping real-world response strategies for diverse operational environments.

Brian Hastings
Subject Matter Expert
Brian H. Hastings is an accomplished emergency management and law enforcement expert, currently serving as Project Specialist in Emergency Management at Con Edison since 2011. He leverages his NYPD background to design sophisticated emergency exercises, coordinate multi-agency operations for high-profile events, and contribute to disaster recovery efforts such as post-Hurricane Maria deployments.
Previously, Brian held key roles in the NYPD’s Counterterrorism Division and the Office of Emergency Management, where he managed citywide responses to major incidents—including the World Trade Center recovery and multiple aviation and structural emergencies. His expertise spans exercise design, infrastructure protection, and cross-agency liaison—making him a trusted leader in crisis preparedness and response planning. Brian is a Master Exercise Practitioner (MEP) and oversees drill planning for our company.
